DEFINITION
The
Government Youth Traineeship Program reflects the Government’s commitment
to assisting disadvantaged young South Australians enter the workforce
through traineeships in the South Australian Public Sector. In order to
enhance their skill levels and future employment prospects, trainees are
provided with:
- formal vocational training
- partial work experience
The Government Youth Traineeship Program is run by the Office of Employment
and is responsible for the recruitment and placement of all trainees in
the State public sector.
The process for this is:
- Office of Employment sends applicants’ resumes to public sector
agencies that are seeking to employ trainees
- The public sector agency then decides whom they will interview for
the position
- Unsuccessful applicants will be returned to the applicant pool and
may be referred to other traineeship positions as they become available.
State
public sector agencies can request that only people with a disability
be referred to a position. Where possible, people with a disability are
referred to mainstream positions to maximise their opportunities.
The Government Youth Traineeship Program is an equal employment opportunity
program with selection for all traineeship positions based on merit within
the pool of applicants referred.

OUTCOMES |
On successful completion of their Contract
of Training, trainees will receive a:
- Certificate of Competency from the Accreditation and Registration
Council
- nationally recognised certificate from their Registered Training
Organisation (RTO).
Trainees employed through the Government Youth Traineeship Program
are not guaranteed ongoing employment at the end of their traineeship.
However, these trainees can apply for State public sector positions
advertised in the weekly Government Notice of Vacancies during the
course of their traineeship. Selection for all positions within the
State public sector are based on merit.
In addition all trainees who successfully complete their traineeship
can apply to be included on the Trainee Employment Register, administered
by the Office of Employment. Young people on the Register have access
to further temporary employment opportunities in the State public
sector for 12 months from the completion of their traineeship.

ELIGIBILITY |
Young people between the ages of 17 and 24
(inclusive) who live in South Australia can apply if they have:
- completed Year 11/SACE Stage 1 (a small number of traineeships
require completion of Year 10)
OR
- have graduated from or are undertaking vocational training with
a Registered Training Organisation.
Young people between the ages of 17 and 28 (inclusive) who live in
South Australia and have met the minimum level of schooling identified
above are also encouraged to apply if they:
- are of Aboriginal or Torres Strait Islander descent
- have a declared disability
- are long term unemployed
- are currently or have been under the Guardianship of the Minister
for Human Services.
People who have previously undertaken a public sector traineeship
are not eligible to apply. People who have taken a voluntary separation
package from the South Australian public sector are not eligible to
re-enter the public sector for three years from their date of resignation. |
ACCESS/TRANSPORT |
Applicants will need to make their own way to
and from interviews and successful trainees will need to make their
own way to their worksite. |
COSTS/FUNDING |
Trainees receive a wage in accordance with
the National Training Wage dependent on the highest level of schooling
they have undertaken and the number of years they have been out of
school. In 2003 this ranged from $183/pw to $410/pw before tax.
The majority of the training delivery costs are covered by State
Government Funding (User Choice Funding), however, trainees may be
required to pay their Registered Training Organisation a once off
cost of $1 per curriculum hour (on average approximately $300). There
may be other fees associated with purchasing specific training resources,
which will vary depending on the Registered Training Organisation
and the training being provided.
State public sector agencies that employ trainees with a disability
may be eligible to apply for Commonwealth Funding to undertake any
necessary workplace modifications.

SUPPORT
AVAILABLE |
Applicants with a declared disability are encouraged
to participate on the Disability Register coordinated through Disability
Recruitment and Coordination Services. Consultants from both programs
work closely together to assess the applicant’s level of disability
and match them to suitable traineeship placements. |

HINTS |
When completing the application form applicants
with a disability should provide as much detail as possible of their
disability and any supports they may require in the workplace. This
information is not forwarded to agencies as part of the selection
process but is used by the Government Youth Traineeship Program to
assist in the job matching process.
